Xu Xianchun pointed out that some of the industries have serious problems of overcapacity. The internationally recognized normal capacity utilization rate is about 82%. At present, the capacity utilization rate of the national steel, cement, electrolytic aluminum, coke, shipbuilding, photovoltaic, engineering machinery and other industries is only 75%, the demand is greatly reduced, and the main products are utilized. According to reports, at the end of 2012, the national steel production capacity has reached 970 million tons, crude steel output is 710 million tons, capacity utilization rate is only 75%; cement production capacity is 3.1 billion tons, cement production is 2.18 billion tons, capacity utilization rate is only 70.8%; in the first quarter of this year, the utilization rate of coal mining industry was 74.9%, down 0.3 percentage points from the fourth quarter of last year, 74.5% in the second quarter, and continued to fall from the first quarter; 75.5% in the third quarter, slightly rebounded, but still below average Level.
