The safety protection fee has not been worked out separately

Yesterday, the Kunming Municipal Housing and Urban-Rural Development Bureau issued the “Circular on Exploitation of Safeguarding and Civilized Construction Costs for Construction Projects” (hereinafter referred to as the “Notice”), requesting the construction of an owner (construction agency) unit from May 1 onwards. Prior to the commencement of construction, the safety protection and civilized construction costs already included in the project cost will be singled out and deposited into special accounts for supervision and use to ensure that the provisions for safe production and civilized construction are put in place.

It is understood that the safety protection and civilized construction measure fees refer to the construction and construction enterprises' purchase of construction safety protective equipment, implementation of safe construction measures, improvement of safe production conditions, and strengthening of safety production management in accordance with relevant state regulations and construction safety standards. The conventional housing construction and municipal projects differ according to the nature of the project. This expense accounts for 0.2% to 2.5% of the total investment.

The "Notice" requires that all construction projects such as new construction, reconstruction, expansion, and demolition of housing construction, municipal infrastructure, equipment installation and decoration projects in the Kunming administrative area must be carried out in accordance with the requirements of this notice to support the safety protection and civilized construction of the construction project. The measure fee is deposited into a unified special account in the city.

When bidding for a project, the tenderee or its bidding agency shall use the engineering category and construction safety project cost as the basis for the calculation of the safety protection and civilized construction cost. The qualified quality consulting unit shall be responsible for the construction of the tender control price according to the project. In reality, according to the pricing method stipulated by the Provincial Department of Housing and Urban-Rural Development, safety protection and civilized construction measure fees are compiled and verified by the construction administrative department. The fees for the safety protection and civilized construction of the approved construction projects shall be separately listed in the measure fee for the construction and installation project cost items in accordance with the current national regulations. The security protection and civilized construction measure fees shall not be involved in the bid competition of the project construction and may not be reduced. When the construction engineering project goes through the construction safety supervision and filing, it shall show the special construction vouchers for the safety protection and civilized construction measures provided by the special account bank. The project that fails to deposit the fees into the supervision special account shall not be started.

The construction safety protection and civilized construction measures are paid in three stages to the project construction company. The construction company may apply for 40% of the cost of safety protection and civilized construction measures within 15 days from the start of the construction and construction period (completion of the construction permit is completed). When the project volume exceeds 50% and the project volume completes more than half of the period, The construction company may apply for security protection and civilized construction measures for the second time. The application amount shall be 40% of the total amount of safety protection and civilized construction measures. The remaining safety protection and civilized construction cost shall be paid after the project acceptance and completion of the project. Construction companies can apply for 20%, once settled, the total amount can not be exceeded.

The project has signed the construction contract or has been opened, evaluated, and calibrated before May 1. The safety protection and civilized construction measures are to be carried out according to the contract (requirements) of the construction contract or the bidding and bidding documents.
